affordable, given the ability of the community to pay for that debt. The Budget Committee adopted a debt policy <br />limit of net direct debt of no more than 1% of real market value of property. The Debt Affordability Study <br />measures future debt plans against this debt policy limit to determine whether those plans are considered <br />affordable and those results are included in the CIP. The City’s net direct debt to real market value is projected to <br />be 0.22% by the end of FY11. <br />City Council Vision and Goals <br />The City Council adopts goals that provide major policy direction for budget allocations and service delivery. The <br />City Council adopted the following vision and goals in spring of 2009. <br />CITY COUNCIL VISION <br /> Value all people, encouraging respect and appreciation for diversity, equity, justice, and social well-being. <br />We recognize and appreciate our differences and embrace our common humanity as the source of our <br />strength; <br /> Be responsible stewards of our physical assets and natural resources. We will sustain our clean air and <br />water, beautiful parks and open spaces, livable and safe neighborhoods, and foster a vibrant downtown, <br />including a stable infrastructure; and <br /> Encourage a strong, sustainable and vibrant economy, fully utilizing our educational and cultural assets, <br />so that every person has an opportunity to achieve financial security. <br />CITY COUNCIL GOALS <br />Safe Community <br />A community where all people are safe, valued, and welcome. <br />Sustainable Development <br />A community that meets its present environmental, economic, and social needs without compromising the ability <br />of future generations to meet their own needs. <br />Accessible And Thriving Culture And Recreation <br />A community where arts and outdoors are integral to our social and economic well-being and are available to all. <br />Effective, Accountable Municipal Government <br />A government that works openly, collaboratively, and fairly with the community to achieve measurable and <br />positive outcomes and provide effective, efficient services. <br />Fair, Stable And Adequate Financial Resources <br />A government whose ongoing financial resources are based on a fair and equitable system of revenues and are <br />adequate to maintain and deliver municipal services. <br />Major New Initiatives <br />EUGENE COUNTS INITIATIVE <br />In 2009, the City Manager and City Council launched Eugene Counts to tie the City Council’s goals to the <br />concrete results community members seek, and to monitor progress toward the achievement of those results. <br />Eugene Counts engaged community members from across the city in thinking deliberately about the results they <br />would most like to see the City of Eugene focus on. Using a range of methods designed to capture the diversity of <br />local perspectives, the effort provided an opportunity for people to participate in the ways that feel most <br />comfortable to them, whether it was attending a community workshop, taking part in a focus group, or completing <br />an online survey. <br />In spring of 2010, the Eugene City Council used community input to identify a set of results (outcomes) that will <br />be the focus of a concentrated effort. With those outcomes finalized, strategies and measures are being <br />developed to help move toward those results, and to track the City's progress towards achieving key outcomes. <br />
