Parks was declared duly ele'oted as Councilman from the First ¥~ard to fill the unexpired term of V~m. Hempy dece6sed. ~,~r. Parks was thereupon duly sworn as said Council- man and took }lis seat in Council. i~e }~ayo~ appointed ,M~. Parks on all Committee positions formerly I~eld by Oouncilm~n Hempy deceased.
