.Council Chambers, ~k~ene, Oregon, December 10, 1917. <br /> <br /> Council met in re&~la~ monthly session, and was called to order by <br />Mayor Peterson. Present .Councilmen Folders, Parks, Koppe, Spencer, <br />Devereaux and Spangler; absent Mosher and Goodpasture. <br /> <br /> The minutes of Council. proceedings undei~ dates of November 5th, 1Rth, <br />l~th and 30th were read and approved. <br /> <br /> Report' of the Police ~.(atron for the month of November was read and <br /> <br />filed. <br /> <br /> Report of the Building Inspector fo~ the month of November was <br /> <br />read and filed. <br /> <br /> Mayor Feterson re-appointed Mrs. Minnie v~ashburne, R. S. Hamilton <br /> <br />and A. T. Cockerline as members of the Eugene Library Board for the term of <br />three years from the expiration of their previous term. Motion was made, <br />seconded and carried to confirm the appointments. <br /> <br /> Petition from the property owners on Beech Street asking that the <br /> <br />ditch on 15th Avenue be opened up to take care of the drainage from the <br />University field was referred to the Street Committee. <br /> <br /> The Police Committee reco~aended the passage of the Ordinance regulat- <br />ing dances and dance halls, and the Ordinance passed it3 second and third <br />readings by title and was placed upon its final passage. Co~mcilmen voting <br />aye 6, nay none, absent ~oshe~. and Goodpasture. The Ordinance was declared <br />passed and numbered #1~lS. <br /> <br /> At this time Councilman Mosher appeared in Council. <br /> <br /> The Street Con~ittee recommended that the contracts for the con- <br />struction of cement sidewalks as follows: on the south side of Second <br />Avenue from Van Buren Street west 100 feet,:~along the property of Margaret <br />Morris; on the west side of Madison Street oPposite Lot 1~, Block 3, Rees <br />Addition; on the north side off East Third Avenue, opposite the property of <br />Mina Moore, Lloyd C. Hughes and Caroline D. Martin be awarded to the <br /> <br />~erican Paving Co, in accordance with its bid; it appearing that said bid is the <br />lowest and best bid, and that the Mayor and Recorder be authorized to sign <br />the contract. Motion was made, seconded and carried to adopt the recomzaenda- <br />tion. <br /> <br /> At this time Councilman Goodpasture appeared in Council. <br /> <br /> <br />
