Motion was seconded an(! carried, and thereupon 0rdinance No. 1753, entitled "An Ordinance to improve Alder Street from ~i~teenth Avenue South to the City Limits in the City of hh~gene" was read in full upon its re-consideration, and upon motion seconded a~! carried said Ordinance pas:~ed its second ~nd third readings by title under suspension of the rule and was declared again upon its passage. The ayes and n~ys were call.ed, Councilmen voting aye 7, n~y none, absent Peterson., and the Ordinance ~was declared passed upon its re-consideration, ~nd was at this t.ime again app~roved by the ~ayor by 'his written approval endorsed thereon. Now at this time Councilman Goodpasture ~moved that the Council finds arK1 determines that the bid of the Clark & }{enery Construction Co. for the p~ving and other improvement of Alder Street fromm Thirteenth Avenue to the City Limits is deter]uined to be the l~vest ~n(i best bid for said improvement, ~nd that the Council now awards the contract for said improvement to said Clark & Henery Construction Co. in accordance with its bid, ~nd that the Mayor and Recorder be authorized ~nd directed to enter into a contract with said Clark '& Henery Construction Co. for said improvement, and that the ~yor approve the bond therefor, and that all other bids be rejected ~nd checks re- turned to unsuccessful bidders. Tt~e motion w~s seconded and carried. The Finance Committee reco~ended that ~he request of the ~ation~l S~rety Co. for certificate covering the term of ~'rank Reisner be denied, and ~hd said Company referred to the City records of the City of Eugene. Report was on motion adopted. Request of the Southern Pacific Co. for the adoption of an 0rdin~nce providing for the repairs of Blair Boulevard instead of ~greement as formerly ha(! between the Council and the Railroad 0ffici~ls was referred to the City Attorney and Street Co~_~ittee. On motion the action of the Mayor in signing the petition for ornamental lights on F~st ~inth Avenue, representing the ova~ership of City Hall property, w~s' confirmed by the Council.
