Council Chambers, Eugene, Oregon July 26th, 1926. .Minutes of the. adjourned meeting of the Common Council held July 26th,1926, at 7:30 o'Clock P.M. There were present Mayor E U Lee and allmembers of the CoUncil, except Washburne, who was absent. Meeting called to order by the Mayor. Bids were opened for the improving of Van Buren Street from 7th to llth Avenues, as follows: SCion Nos. $1 ,862 .40 W.W. Attorney F.E. Smlth appeared amd aSked the councll to pass an Ordinance to -prevent locomotives In the city from whistling at night. No act Ion was taken. He also again spoke on the tentative Ordinance which passed Its first reading July 12th, 1926, which would grant to J.A.~edman a franchise to lnstall and main- lain garbage containers on the sidewalks, Which matter was referred to the Police Committee. Said Committee reco~m, ended such proposed o'rdinamce be laid on the table.. 0n motion such report was unanimously adopte,io Jack McKy appeared on behalf of the Elks and asked a refund of the l~cense fee paid by tt~e Higgins shows for the 'two dams for which the council granted concessions to the Elks during the time of their recent convention. On motion, duly approved by roll call. it was ordered one third of $680.00 as the amc,mt of such license fee be paid to tho Elks. A C Dixon appeared on behalf of the Central Heating Plant and asked {he expression of the individual members of the co,mot1 as to the grating of the fraaoshle asked by such corporation, and on motion, duly carried, 1~ was the sense of the co~oll such franchise should be granted In the form ~ked. C ~ Hyde appeared and spoke on the sewer situation at 1654 LincoLn Street in that his basement is flooded each time the water board flushes the reservoir south of town. He was told to take the matter up with theWater Ooard as to d amag es. On recom, endation of the Street Committee the Improvement of Jefferson Street from 13th to 19th Avenues, was awarded to Stlen Bros. at $21,210.60 in accord- anco with their bid offered June 28th, 1926, for such in~rovement, conditioned a bond is furnished Ina sufficient amount to cover lots without sufficient assessed valuation. Moved and carried such report be adopted when a bond is so furnished which bond is to be approved by' the City Attorney. A bond for $400.00 having been flled for such purpose, the City Attorney approved such bond as to amount and the award to Stien~ros. was' confirmed and the MayOr and Recorder directed to enter into a contract with Stlen Bros. for such improvement work. A petition was filed by John Welborn asking an alley be opened between lat and 2nd Avenues from the southeast corner of Bet 15, McOlaren's Plat west to the City Limits, thus connecting with the a[.loy each ofsuch points. Such petition was referred to the Street Committee. A petition to pave Ferry Street from llth to 12th Avenues was read and the petition to pave Ferry Street from 12th to 15th Avenues was agalns presented. Such petitions were referred to the Street Committee and It recommended such petition be granted. On motion such report was adopted. A petition to pave JeffersonStreet from south margin of 1st Avenue to Clark Street was read. Such petition was referred to the Street Committee and it recommended such petition be granted. On motion such report'was adopted.
