Council Chambers, Eugene, Oregon <br /> July 26th, 1926. <br /> <br /> .Minutes of the. adjourned meeting of the Common Council held July 26th,1926, <br />at 7:30 o'Clock P.M. There were present Mayor E U Lee and allmembers of the <br />CoUncil, except Washburne, who was absent. Meeting called to order by the Mayor. <br /> <br /> Bids were opened for the improving of Van Buren Street from 7th to llth <br />Avenues, as follows: <br /> SCion Nos. $1 ,862 .40 <br /> W.W. Itead Construction Co. 13,576.90 <br /> ~aynes Bro.,. 13,100.70 <br />Suet] bids were referred to ~he Street Cmm,tttoe for ropor~ ~dit repro'ted favor- <br />ably on tho bid of Haynes Bros, at $13,100.70. 0a motion such report was adopt- <br />ed ~d ~ho Mayor and Recorder were Instructed to enter into a contract with,such <br />successful blddor for such eon[rae~ work. <br /> <br /> Bids were opened foe ~he l~rovlng of TaylorS[reetfrom 9th to 10th Avenues, <br />aa follows: <br /> ' Sties ~o3. $5589.25 <br /> W.W. He~ Construction Co. ~191.50 <br /> Haynes Bros. 3095.25 <br />Such bids were referred to the Street Co~ittee foe report ~d It reposed favor- <br />ably ~n the bid of Haynes Bros. at $3095.25. 0n motion such roper[ was ~opted <br />and the NaMer ~d Reeorde~ were lnatr~c[~ go ente~ Into a coatrao~ wlt'h such <br />~uooesaFuI bidder for such cong~aot work. <br /> <br /> Attorney F.E. Smlth appeared amd aSked the councll to pass an Ordinance to <br />-prevent locomotives In the city from whistling at night. No act Ion was taken. <br /> He also again spoke on the tentative Ordinance which passed Its first reading <br /> July 12th, 1926, which would grant to J.A.~edman a franchise to lnstall and main- <br /> lain garbage containers on the sidewalks, Which matter was referred to the Police <br /> Committee. Said Committee reco~m, ended such proposed o'rdinamce be laid on the <br /> table.. 0n motion such report was unanimously adopte,io <br /> <br /> Jack McKy appeared on behalf of the Elks and asked a refund of the l~cense <br />fee paid by tt~e Higgins shows for the 'two dams for which the council granted <br />concessions to the Elks during the time of their recent convention. On motion, <br />duly approved by roll call. it was ordered one third of $680.00 as the amc,mt <br />of such license fee be paid to tho Elks. <br /> <br /> A C Dixon appeared on behalf of the Central Heating Plant and asked {he <br />expression of the individual members of the co,mot1 as to the grating of the <br />fraaoshle asked by such corporation, and on motion, duly carried, 1~ was the <br />sense of the co~oll such franchise should be granted In the form ~ked. <br /> <br /> C ~ Hyde appeared and spoke on the sewer situation at 1654 LincoLn Street <br />in that his basement is flooded each time the water board flushes the reservoir <br />south of town. He was told to take the matter up with theWater Ooard as to <br />d amag es. <br /> <br /> On recom, endation of the Street Committee the Improvement of Jefferson Street <br />from 13th to 19th Avenues, was awarded to Stlen Bros. at $21,210.60 in accord- <br />anco with their bid offered June 28th, 1926, for such in~rovement, conditioned <br />a bond is furnished Ina sufficient amount to cover lots without sufficient <br />assessed valuation. Moved and carried such report be adopted when a bond is so <br />furnished which bond is to be approved by' the City Attorney. A bond for $400.00 <br />having been flled for such purpose, the City Attorney approved such bond as to <br />amount and the award to Stien~ros. was' confirmed and the MayOr and Recorder <br />directed to enter into a contract with Stlen Bros. for such improvement work. <br /> <br /> A petition was filed by John Welborn asking an alley be opened between <br />lat and 2nd Avenues from the southeast corner of Bet 15, McOlaren's Plat west <br />to the City Limits, thus connecting with the a[.loy each ofsuch points. Such <br />petition was referred to the Street Committee. <br /> <br /> A petition to pave Ferry Street from llth to 12th Avenues was read and <br />the petition to pave Ferry Street from 12th to 15th Avenues was agalns presented. <br />Such petitions were referred to the Street Committee and It recommended such <br />petition be granted. On motion such report was adopted. <br /> <br /> A petition to pave JeffersonStreet from south margin of 1st Avenue to Clark <br />Street was read. Such petition was referred to the Street Committee and it <br />recommended such petition be granted. On motion such report'was adopted. <br /> <br /> <br />
