Goal s <br />1. Provide for a more balanced transportation system to give mobility <br />to all segments of the community. <br />2. Serve the existing and future arrangement of land uses with <br />efficient, safe, convenient, and economic transportation systems <br />for the movement of people and goods. <br />nh i Pr-t i BPS <br />1. Minimize the direct and indirect negative effects of transportation <br />upon the social, economic, and natural environment. <br />2. Improve the service (comfort, convenience, travel time, etc.) of <br />the - existing and planned urban public transit system to better <br />meet the personal trip needs-of the community. <br />3. Maximize the efficiency and safety of ex sti ng transportation <br />facilities and services for the movement of people and goods. <br />4. Promote the use of alternative modes such as bicycle, pedestrian, <br />and par atr an s i t to. meet some of the trip needs of metropolitan <br />residents. <br />5. Improve the eff i c. i ency of energy use resulting from transportation <br />demands, <br />5. Provide transportation opportunities for the transportation <br />disadvantaged. . <br />7, Improve the interface of local transportation systems with p u b l i c <br />- and private intercity transportation systems. An example would <br />P <br />nclude the placement of a downtown Eugene urban public. transit <br />transfer station in close proximity to intercity rail and bus <br />stations. <br />S. Promote I a n d use arr ang'ements 'which will optimize u - se of existing <br />and planned transportation facilities and services and W i l l allow <br />for choice in using alternative transportation modes. <br />9. Reflect changes in conditions, community needs, and technologies <br />appropriate. for this community when developing transportation <br />alternatives through future studies and updates of existing plans. <br />lo. Provide for the present and future needs of commercial and general <br />aviation and the land and facilities necessary to meet those needs,, <br />11. Protect the public investment at Mahlon Sweet Field by- not per- <br />mitting noncompat i b l e development or development having noncom- <br />patibl a operational characteristics within the airport environs. <br />III --F -4 <br />
