The goals, policies, recommendations, and proposed facilities and <br />services contained in the adopted Eugene Springfield Area 2040 <br />Tr ansport.at ion Plan and the Eugene -Spr i ngf i e -1 d Metropolitan <br />Bikeway Master Plan shall serve as the b as i & for guiding surface . <br />transportation improvements in the metropolitan area. <br />2. The following recommendations are, from a transportation stand- <br />point, geared toward reducing transportation energy demand and <br />improving opportunities for using alternative modes such as urban <br />public transit, bicycle, pedestrian, and paratransit. These <br />recommendations stress the need to increase residential densities <br />and to locate pl aces of employment and res i.dences in proximity to <br />one another. <br />a. Growth of downtown Eugene and Springfield as commercial, resi- <br />dential, civic, and employment centers shall be encouraged. <br />b. Medium and high density. residential development shall be <br />encouraged within one mile of downtown Eugene and S p r i n g f i e l d . <br />c. Medium and high density residential development shall be <br />encouraged within one --half mile of transit transfer stations. <br />d. Existing employment centers shall be encouraged to grow and <br />diversify by allowing and concentrating new commercial, <br />governmental, and light industrial uses where appropriate, <br />in those centers. <br />e. Medium and high density residential development shall be <br />encouraged within one --half mile of ex i -sting and future <br />empl opment centers. where appropriate, such centers shall <br />include urban public transit transfer stations. <br />f . Development and. redevelopment shall be encouraged 'in desig- <br />nated areas which are relatively well served by t_he existing <br />or planned urban public transit system. <br />q. An active program to . develop pedestrian pathways, e.g., sidewalks, <br />shall be encouraged, especially in proximity to major activity <br />centers or in conjunction with other modes of travel <br />3. Local governments an'd- the Lane Transit District shall cooperate in <br />the - ti -mely identification and acquisition of transit stations in <br />. newly developed 'areas,. <br />4.
