Citizen Involvement Element <br />Active, ongoing and meaningful citizen i nvol vement i's an essential <br />in to the development and implementation of any successful <br />planning program, C i t i z e n s in the Eugene - Springfield metropolitan area <br />have participated in, and articulated their concerns-on, planning ac- <br />ti vities and decisions as individuals and through various private in- <br />terest groups; community and neighborhood organizations, and citizen <br />advisory committees. <br />A c i t i z e n s ' adv -i sory committee was established for the 1990 Plan and was <br />an integral part of that plan's development. The adopted 1990 Plan <br />included a recommendation that a permanent "Citizens' Advisory Com- <br />mittee" be-established. That recommendation was implemented by the <br />three governing bodies when the Metropolitan Area Planning Advisory <br />Committee was established. (MAPAC consists of 21 members, seven from <br />each jurisdiction.) MAPAC's responsibilities have included monitoring <br />that use and implementation of the General Plan, serving as the L -COG <br />advisory committee on natural resources, and reviewing and commenting on <br />planning issues of metropolitan-wide significance. <br />In recent years, citizens' advisory committees have also been estab- <br />lished to provide the c i t i z e n s ' perspective on a wide variety of spe- <br />cific planning issues (e.g., 'Transportation, Greenway, Solid Waste <br />Management) . <br />This emphasis on citizen p a r t i c i p a t i o n has been recognized at the state <br />level where the Land Conservation and Development Commission adopted <br />c i ti zen involvement as a mandatory statewide planning goal. Eugene, <br />Spr i ngf i.el d and Lane County, in accordance with LCDC' s Citizen Involve- <br />ment goal., have each appointed commi tt-ees for citizen involvement - whose <br />responsibilities include developing, monitoring and evaluating the <br />citizen involvement programs in their respective jurisdictions and <br />recommending programs and techniques which will increase citizen par - <br />tici pation. <br />For the purposes of th.i s Metropolitan Area General Plan update, the <br />three governing bodies designated MAPAC as the citizens' .committee for <br />coordin and-soliciting citizen input on the update process. <br />MAPAC' s functions included reviewing and evaluating the plan document, <br />making recommendations on its various components, and developing and <br />coordinating a citizen i nvol vement program for the update process. <br />Findings <br />1. The Eugene-Springfield metropolitan area has a history of encour- <br />aging and recognizing citizen i nvol vement as an essential element <br />in its planning program. <br />III --K -1 <br />
