effect on the safe and efficient use of navigable airspace. <br />Obstruction. Any structure, growth, or other object, including a mobile object, <br />which exceeds a limiting height as set forth in this overlay zone. <br />Primary Surface. A surface longitudinally centered on a runway. The primary <br />surface extends 200 feet beyond each end of the runway. The width of the primary <br />surface is set forth in the airport sector descriptions in this overlay zone. The <br />elevation of any point on a primary surface is the same as the elevation of the nearest <br />point on the runway centerline. <br />Runway. A defined area in the Eugene Airport Master Plan that is prepared for <br />aircraft landing and take -off along its length. <br />Structure. An object, including a mobile object, constructed or installed by a human <br />being(s), including but not limited to buildings, towers, cranes, smokestacks, earth <br />formations, and overhead transmission lines. <br />9.4130 Use Limitations In the Commercial Airport Safety overlay zone, the following <br />limitations and standards apply to all uses permitted outright or conditionally in the <br />base zone to which the overlay is applied: <br />(1) Operational Interference. No use shall: <br />(a) Create electrical interference with the navigational signals or radio <br />communication between the airport and aircraft; <br />(b) Make it difficult for pilots to distinguish between airport lights and others; <br />(c) Result in glare in the eyes of pilots using the airport; <br />(d) Impair visibility in the vicinity of the airport; <br />(e) Create bird strike hazards, or <br />(f) In any way otherwise endanger or interfere with the landing, take -off, or <br />maneuvering of aircraft intending to use the airport. <br />(2) Marking and Lighting. The owner of any existing structure, object, or <br />. vegetation that does not conform to the height limits of this overlay zone shall <br />be required to permit the installation, operation, and maintenance thereon of <br />markers and lights as deemed necessary by the city to indicate to aircraft <br />operators in the vicinity of the airport the presence of those aircraft instructions. <br />The markers and lights shall be installed, operated and maintained at the city's <br />expense. <br />(3) Height. The maximum height of structures and objects shall normally be the <br />same as the zones to which the commercial airport safety overlay zone is added. <br />However, no structure shall be erected, altered, or maintained, and no vegetation <br />shall be allowed to penetrate the surface heights of the various sectors as <br />described below and shown on the Airspace plan. These sectors include all land <br />lying beneath the approach surfaces, transitional surfaces, horizontal surfaces, <br />and conical surfaces as they apply to the Eugene Airport. An area located in <br />more than one sector is considered to be only in the sector with the most <br />restrictive height limit. For purposes of this overlay zone, to determine height <br />limits, the datum is mean sea level elevation unless otherwise specified. <br />Ordinance - 154 <br />
