In all other cases, a line midway between <br />properties abutting opposite sides of the public right -of -way shall be the <br />centerline for the purposes of this land use code. If no planned public right -of- <br />way width and alignment has been determined, the minimum right -of -way width <br />shall be the maximum right -of -way width allowed according to Table 9.6870. <br />(3) Special Setback for Utility Easements. A lot or parcel of land in any zone for <br />which there is a planned utility easement, or where extension of public <br />infrastructure has been identified through long -range infrastructure plans or the <br />design of existing infrastructure, shall have a special building setback line to <br />allover for the future easement. <br />9.6770 Transit Improvements. <br />(1) The location of transit stops shall be based upon the size and trip generation of <br />new development adjacent to an existing or planned transit corridor. The transit <br />operator shall review site plans and may recommend transit - related facilities be <br />constructed for the following developments: <br />(a) Residential developments having an average peak hour trip rate of 25 trips <br />or greater. <br />(b) Commercial and industrial developments other than office developments, <br />having an average peak hour trip rate of 100 trips or greater. Office <br />developments generating 50 or more average peak hour trips. <br />(c) Institutional uses and public facilities, including churches, hospitals, <br />middle schools, high schools, universities and colleges, public parrs (other <br />than neighborhood parks), libraries, post offices, and other institutional <br />and public facilities generating 100 or more average peak hour trips. <br />(2) To the extent it demonstrates consistency with constitutional requirements, the <br />city shall require that the transit- related facilities recommended by the transit <br />operator, and approved by the city manager, be identified on the site plan and <br />constructed at the time of development. Transit - related facilities shall be <br />constructed in accordance with the City of Eugene Arterial and Collector Street <br />Plan. <br />9.6775 Underground Utilities. All new or reconstructed on -site utilities shall be placed <br />underground unless adjusted pursuant to the provisions of EC 9.9010. This provision <br />does not apply to temporary uses on a development site. This requirement is satisfied <br />if the applicant verifies in writing that utilities will be placed underground concurrent <br />with planned future development to occur within 12 months. Exceptions shall be <br />made for such features as padmounted transformers, switch cabinets, back flow <br />prevention devices and closures needed to safely operate and maintain utility systems. <br />9.6780 Vision Clearance Area. Development sites shall have triangular vision clearance <br />areas on all street corners to provide for unobstructed vision consistent with American <br />Association of State Highway and Transportation Officials (AASHTO) standards. <br />Ordinance - 273 <br />
