<br />the decision. Members are encouraged to voice and have recorded all views. Once a consensus <br />decision has been reached, all members agree to support that decision. <br />If reaching consensus seems unlikely, the Steering Committee may decide to delay discussion of <br />the item to a later date. <br />A quorum for decision-making purposes will be two-thirds (2/3) of the voting membership. A <br />quorum may include teleconferencing of members, if feasible. The committee may consider <br />non-action items with less than a quorum present. All voting members of the Steering <br />Committee are expected to participate in all meetings or to send an alternate if applicable. <br />If the Steering Committee is unable to reach consensus on a decision, any member may call for <br />a vote to close discussion and switch from consensus decision making to majority decision <br />making using the following process: Decisions will be made by an 80% supermajority of the <br />voting members present. A quorum is needed in order for a supermajority vote to be taken. A <br />simple majority of voting members present may call for the end of discussion and a <br />supermajority vote. If a vote is required, each member of the Project Steering Committee or <br />their alternate shall be entitled to one vote. <br /> <br />Consortium Agencies and Decision-Making Bodies <br />The appropriate implementing agencies, organizations, and interests represented in the <br />Consortium shall give due consideration to proposals brought forth by the Consortium.
