EmpIq s may be hired at the entry or journey level <br />depending upon the qualifications of �I' ` ployee, job requirements, and City staffing <br />needs. Not all classifications series with N, II') ' � I sjgnations are flexible staffing. <br />The distinction b ° the entry and the joIney level is the degree of responsibility <br />and independenc l bent is required to exercise and the duties performed. The <br />City may also choo to�) #,, Vell' n ositi ons within a classification at the entry level. <br />This type of positionoud�� o the incumbent to perform at the level of <br />responsibility and independence the journey level. Positions of this nature would be <br />budgeted at the entry level. In these cases, the employee at the entry level would not <br />advance to the journey levgl the assigned position. The Human Resources Division <br />identifies these positionsplik6ring the classification process. <br />Flexible Staffing: Effect on Salary <br />When the supervisor determines an employee has reached the journey level, a <br />performance evaluation is done and the employee is moved to the higher level. The <br />action does not have to be concurrent with the regular merit eligibility date. The effect <br />on salary is the same as the reclassification to a higher salary range discussed in the <br />Classification Policy linked below. There is no new probationary period. <br />Under Filling a Position <br />A supervisor may choose to under fill a vacant position when s /he is unable to hire an <br />employee into the vacant position through the normal recruitment process.
