3) Diversity /Affirmative Action Goals
a. Is this position currently in a category that is underutilized in the
Affirmative Action Plan? If so, is there a diverse feeder pool for this
position?
b. If a position is currently underutilized, in order to maintain our good faith
efforts toward diversity and affirmative action, we would strongly
recommend posting the vacancy externally.
4) Community Perception
a. Is this a position with a high degree of community contact and awareness
of a potential opening?
b. What would be the community perception if this position was only
available to internal candidates and are you prepared to discuss the
reasons why the decision was made to fill the vacancy internally?
5) Other Potential Considerations
a. Cost savings of an internal only recruitment- this would be a good
potential reason if enough of the above criteria are also met.
b. Time savings: Again, this criteria would come into play only if enough of
the above criteria are met. If saving time and getting someone into the
position as quickly as possible is the primary reason for the request, other
options such as a shorter internal /external posting, AIC, Career
Development, reallocation of work within the work group, etc. should be
considered.
c. Internal technical or process knowledge is a high priority. This criteria on
its own is compelling only in very limited situations, however if it is coupled
With some of the above criteria, such as a strong internal applicant pool,
then it becomes more viable.
Internal Posting Procedure
It is important for departments to be transparent and able to articulate the reasons they
have decided to pursue an internal only recruitment option. To this end, we ask that
each hiring manager who would like to consider an internal only recruitment option go
through the following steps:
1) Consider the impact:
Take the time to go through the above criteria, think about each of the guidelines
outlined, and determine whether or not the reasons for the internal recruitment
make sense for the overall business need as well as the good of the City overall.
http ../ /eeshare /a /hr /Guides Procedures/hitemal Posting_Guide.docx
-2- Last Updated 03 /28/2011
