TWIMM = <br />This handbook presents policies, rules, and expectations that apply to you as a regular <br />employee *. It is presented as a matter of information only and its contents should not be <br />interpreted as a contract between the City of Eugene and any of its employees. <br />This handbook contains summaries of many policies and procedures. For full text and more <br />detail, see The Administrative Policies and Procedure Manual (APPM). This manual is available <br />to you through your supervisor or on -line on the intranet. Your supervisor will review relevant <br />City policies, as well as departmental rules with you. <br />By reading this handbook, you will better understand what is expected of you, as well as what <br />you can expect from your employer, the City of Eugene. If you have any questions, please <br />check with your supervisor or Human Resources (HR), or Risk Services (RS) for benefits. The <br />Administrative Policies and Procedure Manual (APPM) is a policy manual available to you <br />through your supervisor which contains more detailed information. Your supervisor will review <br />relevant City policies, as well as departmental rules with you. <br />The policies, guidelines, and benefits information contained within are in effect as of the date of <br />this handbook. The City reserves the right to change any of our policies, guidelines, and <br />benefits including those discussed here, without prior notice to or consultation with employees. <br />Any changes in policies or procedures must be in writing and approved by the City Manager or <br />designee. <br />*If you are a temporary employee, ask your supervisor for a copy of the Temporary Employee <br />Handbook. <br />Labor Agreements Take Precedence <br />The City recognizes its obligation under law to negotiate in good faith with labor organizations <br />representing some City employees. Collective bargaining agreements exist for police, <br />fire /emergency medical, general service, and Hult Center stage employees. Police employees <br />are represented by the Eugene Police Employees' Association (EPEA); Fire and Emergency <br />Medical employees are represented by the International Association of Firefighters (IAFF); <br />general service employees are represented by the American Federation of State, County, <br />Municipal Employees (AFSCME); stage employees are represented by the International <br />Alliance of Theatrical Stage Employees (IATSE). <br />If information in this handbook conflicts with any City labor agreement which applies to <br />you, the labor contract takes precedence. <br />
