Drug Test Results <br />All drug test results will be reported by the testing laboratory to <br />a qualified MRO designated by the City of Eugene. <br />Laboratories report to the MRO the following results: <br />• Negative <br />• Negative — dilute_ <br />• Rejected for testing, with remarks <br />• Positive — with drug(s) /metabolite(s)noted <br />• Positive — with drugs) /metabolite(s) noted — dilute <br />• Adulterated, with remarks <br />• Substituted, with remarks <br />• Invalid result, with remarks <br />Federal Motor Carrier <br />An operating agency of the U.S. Department of Transportation. <br />Safety Administration <br />The FMCSA has specific rules that a recipient of Federal <br />(FMCSA) <br />Transportation funds must follow regarding the requirements for <br />a drug and alcohol testing program. <br />Medical Review Officer <br />A licensed physician (medical doctor or doctor of osteopathy) <br />responsible for receiving laboratory results generated by an <br />employer's drug testing program who has knowledge of <br />substance abuse disorders and has appropriate medical training <br />to interpret and evaluate an individual's confirmed positive test <br />results together with his/her medical history and any other <br />relevant biomedical information. <br />Over - the - Counter <br />Those drugs/medications which are legally available without a <br />Drugs/Medications <br />prescription. <br />Performing a Safety- <br />A covered employee is considered to be performing a safety - <br />Sensitive Function <br />sensitive function and includes any period in which he or she is <br />actually performing, ready to perform, or immediately available <br />to perform such functions. <br />Prescription <br />Those drugs /medications which are used in the course of <br />Drugs/Medications <br />medical treatment and have been prescribed and authorized for <br />use by a licensed practitioner/physician or dentist. <br />Safety- Sensitive Function <br />Any of the following duties: <br />• Operating a revenue service vehicle, including when not <br />in revenue service <br />• Operating a non - revenue service vehicle, when required <br />to be operated by a holder of a Commercial Driver's <br />License <br />Safety- Sensitive Function <br />Controlling dispatch or movement of a revenue service <br />City of Eugene Page 5 -2 DOT/FMCSA Drug & Alcohol Policy <br />September 2010 - Information Packet <br />
