1990 PROPOSED INTERIM HOUSING DISPERSAL POLICY PLAN <br />GOALS AND POLICIES <br />GOAL STATEMENTS <br />To maximize housing choice, particularly for families of low - income, who <br />have traditionally been limited in the location of housing they could <br />afford. <br />To discourage the creation of large areas characterized by households with <br />low - incomes. <br />To encourage the creation of additional housing resources for low- income <br />f a m i l i e s . <br />npr:TMTTTnNq <br />Block Group-: Block Groups are clusters of individual blocks which are <br />subdivisions of the census tracts established by the Census Bureau in 1980. <br />Ci ty Assistance: These include, but are not 1 imited to: 1andbanking, land <br />writedowns, financial assistance, financing, density bonuses and tax <br />abatements for low - income housing. <br />Low - Income Families: Low - income families are non - elderly families with <br />children which have incomes at 501 of median income or below for the area <br />as determined by the Department of Housing and Urban Development. <br />Subsidized Housing: Subsidized housing affected by the dispersal policy <br />is permanent newly constructed housing for low - income families which has <br />been assisted directly by City or other government actions. <br />PRIMARY POLICY <br />Low - income family housing dispersal throughout the city shall be encouraged <br />by the City through the use of City assistance. Such dispersal shall not <br />be encouraged in non - priority areas as defined in Implementing Policies <br />1 and 2. <br />However, the policy of dispersal should be weighed against other City <br />concerns and policies, such as the need to provide affordable housing. <br />Exceptions to this policy can be made, for example, if new housing either <br />replaces housing which has been removed from the same block group area <br />during the preceding f i v e years or if t h i s housing is a part of a City- <br />approved innovative or experimental housing program. However, projects <br />allowed in this way cannot exceed 30 units. <br />
