Page 2 - Interim Housing Dispersal Policy <br />IMPLEMENTING POLICIES <br />1. Any block group in which family- occupied units in subsidized housing <br />equal 201 or more of the total number of families within that block group <br />shall be considered a block group that has received an adequate share of <br />s u b s i d i z e d housing for families and will not be considered a priority area <br />for the provision of City assistance for additional low - income family <br />housing projects. <br />2. Any block group in which more than 50% of all families have incomes <br />at 50% of median income or below for that block group shall be considered <br />a block group that has an adequate share of low-income family housing and <br />will not be considered a priority area for the provision of City assistance <br />for additional low-income family housing projects, <br />3. The following are criteria for the location of subsidized housing <br />within a block group. The criteria are not rigid standards, but a set of <br />guidelines with which to evaluate a project. Deficiencies in a site's <br />suitability should not preclude project development if there are <br />significant advantages to the site. <br />a. Basic neighborhood commercial facilities and services should be <br />within 3/4 mile of the site. <br />b. Major employment centers should be within a commuting time of <br />15 minutes or less from the site. <br />c. Public transit facilities should be within 1/4 mile of the site. <br />d. Recreational 'or cultural facilities should be within 112 mile <br />of the site. <br />e. Elementary schools with the capacity to accommodate students <br />generated by the project should be within one mile of the site. <br />f . A mi n i mum 1 evel of urban servi ces as outl i ned by the Metropol i tan <br />Plan shall be available (e.g. public water, sewer, electric power, <br />urban level of police and fire protection, solid waste collection <br />and streets with curbs and gutters). <br />90 The building area should be located on a site which is generally <br />free of environmental hazards such as: 1) proximity to heavy <br />industrially zoned or designated uses; 2) unstable s o i l conditions; <br />3) steep slopes; 4) flood plains; and 5) excessive and detrimental <br />noise, air, or water pollution. <br />
