Tim Lewis, Post Office Box 11122, stated that he believed the Metropolitan Policy Committee needed to have a representative of those with <br />experience in community access television involved as it makes decisions regarding funding. <br /> <br />Pam Boudine, 3109 Kinsrow, stated that she had been asked to provide directions to the production facilities of Eugene Public Access <br />Community Television. She described its location at Sheldon High School. She said it was her understanding that the cable franchise <br />ordinance stated that cable fees were to be used for community access television equipment and facilities. She encouraged council to review <br />the policy which placed franchise fees into the General Fund. <br /> <br />There being no other requests to speak, Mayor Torrey closed the public hearing. <br /> <br />Ms. Elmer stated that the council would consider Resolution 4525, relating to the City’s Annual Budget. <br /> <br />Res. No. 4525--A resolution adopting the budget, making appropriations, determining, levying and categorizing the annual ad <br />valorem property tax for the City of Eugene for the Fiscal Year beginning July 1, 1997, and ending June 30, 1998 <br />Mr. Farr moved, seconded by Ms. Nathanson, that Resolution 4525 be approved. <br /> <br />Mr. Farr moved, seconded by Ms. Nathanson, that Resolution 4525 be amended to increase the Administrative <br />Services Department’s General Fund Operating Budget by $62,500 and decrease General Fund Transition Reserve <br />by a like amount to restore cattery services and partially restore animal control services for FY 98. The motion to <br />amend was adopted unanimously, 7:0. <br /> <br />Mr. Farr moved, seconded by Ms. Nathanson, to request that the Metropolitan Policy Committee direct that the <br />public access television center be open at least two days a week for a month while the committee develops a <br />service plan for MetroTV. <br /> <br />Mr. Lee said that he appreciated the testimony of those who spoke regarding Eugene Public Access Community Television and reported that it <br />was an issue about which he received many citizen comments. He said he was concerned that the funding provided for the program in fiscal <br />year 1997-98 was unsustainable in future years and that a different source would have to be determined in the future. <br /> <br />Mr. Farr stated that he had listened with care to the testimony regarding Eugene Public Access Community Television and planned to accept the <br />invitation to visit the production center. <br /> <br />Mr. Lee asked for a staff report on community access television issues related to funding and the ordinance creating the service. <br /> <br />The motion to amend Resolution 4525 to request that the public access center be open two days a week was <br />adopted unanimously, 7:0. <br /> <br />Ms. Taylor stated that she would vote against adopting the fiscal year 1997-98 budget because she felt its priorities were wrong. <br /> <br />Ms. Nathanson observed that, following many weeks of discussion of Measure 50 impacts, voting to adopt the budget seemed anticlimactic. <br />She said she would be interested in an estimate of the number of person hours that had been spent developing and considering options in <br />reaching the point of adoption of the budget. <br /> <br /> <br /> <br />Minutes--Eugene City Council June 23, 1997 Page 9 <br /> 7:30 p.m. <br /> <br />
