Autzen Stadium Complex shall be required to provide 1 bicycle space <br />per each 16 seats, with 20% of the spaces provided being long term <br />parking spaces and 80% being short term parking spaces. <br />Section 8 . Subsection (1)(b) of Section 9.6410 of the Eugene Code, 1971, is amended to <br />provide as follows: <br />9.6410 Motor Vehicle Parkina Standards. <br />(1) Location of Required Off - Street Parking Spaces. Required off - street <br />parking shall be on the development site or within 1/4 mile or 1320 feet of the <br />development site that the parking is required to serve. <br />(b) Except as provided in EC 9.2751(15)(c) Driveways and Parking Areas in <br />R -3 and R -4 , parking areas may be located in required setbacks only as <br />permitted in EC 9.6745 Setbacks - Intrusions Permitted <br />Section 9 . Section 9.6740 of the Eugene Code, 1971, is amended to provide as follows: <br />9.6740 Recycling and Garbage Screening Except for one- and two - family dwellings, <br />outdoor storage areas and refuse collection areas within or adjacent to vehicular <br />use areas shall be screened on all sides so that materials stored within these areas <br />are obscured from streets, accessways, or adjacent properties. <br />(1) Outdoor storage areas and refuse collection areas are prohibited within <br />required minimum or maximum front yard setbacks or required landscaping <br />areas. <br />(2) Required screening shall include the installation and maintenance of fences at <br />least 6 feet high with a maximum height of 8 feet. <br />(3) Fences may be made of wood, metal, masonry, or other permanent materials, <br />and shall be 100 percent site - obscuring except as provided in (4) and (5) <br />below. <br />(4) On the pedestrian entrance, the fence shall be at least 50 percent site - <br />obscuring, such as cyclone fencing with slats. <br />(5) On all sides of the screening structure, up to 12 inches measured from grade <br />may be visually unobscured provided that the unobscured area is covered <br />with a material that contains the debris within the structure, such as cyclone <br />fencing. <br />Section 10 . Subsections (3), (6), (7), and (8) of Section 9.6745 of the Eugene Code, <br />1971, are amended to provide as follows: <br />9.6745 Setbacks - Intrusions Permitted. <br />(3) Projecting Building Features. <br />(a) One Story Structures Except as provided in subsection (c) of this <br />section, the following building features may project into the required <br />front yard setback no more than 5 feet and into the required interior yard <br />setback no more than 2 feet; provided, that such projections are at least <br />8 feet from any building on an adjacent lot: <br />Ordinance - Page 11 of 16 <br />
