Policy 18 (III -B -6): Review local ordinances and revise them to promote <br />greater flexibility for promoting appropriate commercial development in resi- <br />dential neighborhoods. <br />The Plan proposes the creation of a new zoning district to allow the <br />development of residential /mixed use districts in areas where they do <br />not currently exist. The intent is, in part, to review compatibility <br />standards which might increase flexibility for siting and developing <br />commercial uses in residential neighborhoods. The Plan also proposes <br />amendments to the Eugene Code to ensure compatibility between uses, an <br />effort that could also result in greater flexibility for appropriate <br />commercial development in residential areas. <br />Policy 26 (III -B -6): Encourage the expansion of redevelopment of existing <br />neighborhood commercial facilities as surrounding residential densities in- <br />crease or as the characteristics of the support population change. <br />The Plan proposes the expansion of Neighborhood Commercial uses in the <br />the Coburg- Crescent commercial area, in the Sheldon Plaza area, and in <br />the County Farm Loop area. The Plan also anchors the Floating Nodes in <br />the Metro Plan with Neighborhood Commercial designations in the Ayres <br />Road and County Farm Loop areas. <br />Policy 27 (III -B -6): The City of Eugene shall initiate refinement plans to <br />determine the type and location of commercial and residential land uses in <br />floating nodes prior to the update of the Metropolitan Plan. <br />The Plan anchors the Floating Node identified in the Metro Plan with 5 <br />acres of Neighborhood Commercial and 30 acres of Medium Density Residen- <br />tial in the Opportunity Area A. <br />Policy 20 (III -C -9): In order to improve water quality and quantity in met- <br />ropolitan area, local governments shall consider developing reguilations or <br />instituting programs to: <br />a. increase public awareness of techniques and practices private individu- <br />als can employ to help correct water quality and quantity problems; <br />b. improve management of industrial and commercial operations to reduce <br />negative water quality and quantity impacts; <br />C. regulate site planning for new development and construction to better <br />control drainage and erosion and to manage storm runoff; <br />d. increase storage and retention of storm runoff to lower and delay peak <br />storm flows; <br />e. utilize natural and simple mechanical treatment systems to provide <br />treatment for contaminated runoff waters; <br />f. reduce street - related water quality and quantity problems; <br />g. minimize use of toxic substances; . <br />h. minimize the negative effects of chemical and petroleum spills. <br />-5- <br />
