The Plan promotes retention of natural drainage channels in the area to <br />achieve multiple objectives. Policies in the plan encourage development <br />practices and patterns that will result in improved water quality from <br />storm water runoff, control erosion, provide numerous ecological and <br />educational benefits, and reduced costs when constructing storm water <br />management systems. <br />Policy 31 (III- C -11): Site review criteria shall be applied to large vacant <br />parcels on Gillespie Butte to protect vegetation and scenic values to the <br />maximum extent practicable. <br />The Plan includes a policy to insure that new development on Gillespie <br />Butte will be reviewed under the new Gillespie Butte Site Development <br />Standards, also included in the Plan. These standards are intended to <br />afford increased protection to Gillespie Butte vegetation and scenic <br />values. <br />Policy 34 (III- C -11): Design and construction of new noise - sensitive devel- <br />opment in the vicinity of existing and future streets and highways with po- <br />tential to exceed general highway noise levels shall include consideration of <br />mitigating measures, such as acoustical building modifications, noise barri- <br />ers, and acoustical site planning. The application of these mitigating mea- <br />sures must be balanced with other design considerations and housing costs. <br />The Plan includes policies to require noise buffering and /or other noise <br />attenuation features for all new residential development abutting I -105, <br />Delta Highway, Beltline Road and I -5. The Plan also includes policies <br />to ensure that noise attenuation features are provided along State high- <br />ways when those facilities are improved. <br />Policy 9 (III -D -5): The specific use management considerations and require- <br />ments of statewide Goal 15, "Willamette River Greenway," shall be applied, <br />where they are not specifically addressed in policy or land use designations <br />elsewhere in this Plan, in local refinement plans and local implementing <br />ordinances. <br />The Plan creates specific Willamette River Greenway Management Standards <br />for the area within the Greenway. These standards incorporate use man- <br />agement criteria outlined in statewide Goal 15. <br />Policy 11 (III -D -5): Eugene and Springfield shall continue to use the condi- <br />tional use permit system to address the setback and vegetative fringe re- <br />quirements of statewide Planning goal 15. Lane County shall address the <br />setback and vegetative fringe requirements of Goal 15 in its Greenway imple- <br />menting ordinance. <br />The Willamette River Greenway Management Standards identified above will <br />continue to be applied through the conditional use permit process. <br />M <br />
