Policy 2 (III -E -3): Natural vegetation, natural water features, and <br />drainageways shall be protected and retained to the maximum extent practica- <br />ble, considering the economic, social, environmental, and energy consequences <br />in the design and construction of urban developments and landscaping shall be <br />utilized to enhance those natural features. <br />The Plan contains numerous policies that encourage the retention of <br />natural vegetation, natural water features and drainageways throughout <br />the planning area. The application of Site Review criteria, and Planned <br />Unit Development procedures are primary tools for insuring the protec- <br />tion of these values. Plan policies also call for the protection of <br />significant wetland, riparian, waterway,and upland sites in the area. <br />Policy 3 (III -E -3): The planting of street trees shall be strongly encour- <br />aged, especially for all new developments and redeveloping areas (where fea- <br />sible) and new streets and reconstruction of major arterials within the urban <br />growth boundary. <br />The Plan contains suggestions for projects along new streets and street <br />improvement projects which would include street tree plantings. <br />Policy 5 (III -E -3): Carefully develop sites that provide visual diversity to <br />the urban area and optimize their visual and personal accessibility to resi- <br />dents. <br />The Plan identifies "neighborhood gateways" and entrance corridors that <br />have significant value as identifying features, both for the neighbor- <br />hood and for the city as a whole. Numerous policies in the plan, and <br />specific projects outlined in the Neighborhood Design Element and Trans- <br />portation Element address the need for careful urban design in these <br />areas. <br />Policy 7 (III -E -3): The development of urban design elements as part of <br />local and refinement plans shall be encouraged. <br />The Plan includes a Neighborhood Design element that includes policies <br />and proposed actions to implement urban design projects in the area. <br />Policy 5 (III -F -5): New developments shall include consideration of improve- <br />ments which would accommodate urban public transit and other alternative <br />modes. <br />The Plan includes several policies and implementation strategies to <br />increase the use of transit and other alternative modes in the area. <br />Proposals in the plan would: 1) amend the code to require better tran- <br />sit access for new commercial and higher density residential development <br />occurring along a transit route; 2).require sidewalks in all newly de- <br />veloped areas and in all high- activity areas of the city; 3) encourage <br />transit and pedestrian amenities along arterial streets, high- activity <br />areas and streets with high pedestrian counts; 4) encourage new develop- <br />-7- <br />
