ments to be designed to consider walking distance to transit; and 5) <br />support the creation of a park and ride shuttle between Autzen Stadium <br />and the University of Oregon. <br />Policy 9 (III -G -6): Major institutions, such as universities and hospitals, <br />shall continue joint planning coordination with local planning agencies. <br />Sacred Heart General Hospital was an active participant in the <br />Willakenzie planning process regarding the proposed development of a <br />second hospital campus in the planning area. The University of Oregon <br />was notified of all planning team meetings and was consulted about vari- <br />ous issues affecting university property or university functions within <br />the planning area. <br />Policy 19 (III -G -7): Additions to or deletions from the project list or <br />significant change to project location requires amending the Public Facili- <br />ties Plan. <br />Proposed Public Facilities Plan amendments are included in the <br />Willakenzie Area Plan adoption process. <br />Policy 1 (111 -1 -2): Adopt and implement historic preservation policies, <br />regulations, and incentive programs that encourage the inventory, preserva- <br />tion, and restoration of structures; landmarks; sites; and areas of cultural, <br />historic, or archaeological significance for the enjoyment and knowledge of <br />present and future generations. <br />The Plan addresses historic preservation in the Neighborhood Design <br />Element and includes policies and implementation strategies to identify <br />and encourage preservation of significant historic and potentially his- <br />toric landmarks, trees or other landscape elements and other special <br />features. The Plan also establishes a timeframe for completing cultural <br />and historic resource inventories for the planning area. <br />Policy 7 (III -J -5): Encourage medium and high density residential uses when <br />balanced with other planning policies in order to maximize the efficient <br />utilization of all forms of energy. <br />See discussion under Policy 3 (III -A -4) above. The Plan increases the <br />supply of land designated for medium- and high- density residential use <br />to levels anticipated in the Metro Plan. <br />Policy 8 (III -J -5): Commercial, residential, and recreational land uses <br />shall be integrated to the greatest extent possible, balanced with all plan- <br />ning policies to reduce travel distances, optimize reuse of waste heat, and <br />optimize potential on -site energy generation. <br />The Plan contains proposals for residential /mixed use development in the <br />area that would encourage development of a mix of uses which would re- <br />sult in reduced vehicle travel and would result in potential energy <br />savings. <br />in <br />
