(e) The last paragraph of the "introduction to the Plan Area" Section (page 5) of <br />the SAS is amended as follows: <br /> <br /> This Special Area Study contains select policies from the University of Oregon 2003 <br /> East Campus development policy, affecting land owned by the University. These <br /> policies are contained in the land use section of this Special Area Study. The <br /> University policies not adopted into this Special Area Study will guide the University <br /> in its planning and decision making regarding public facilities and services in the <br /> east campus area. The Special Area Study will be consulted in the public's <br /> evaluation of private and public development requests. ~t is intended that this <br /> Special Area Study will gain wide circulation so that the private sector and the <br /> University, as well as other institutional and commercia~ land holders, will consult <br /> and take guidance from this plan in forming plans that have an effect in this area. <br /> <br /> (f) The first sentence of the last paragraph of the "Use of the Plan" Section <br />(page 6) of the SAS is amended as follows: <br /> <br /> This plan is a long range, comprehensive plan and, as such, should be occasionally <br /> reviewed and updated. <br /> <br /> (g) The "Planning Process" Section of the SAS is amended by adding two new <br />paragraphs after the last paragraph (page 7) to provide as follows: <br /> <br /> In 2002, the University of Oregon began a comprehensive update of its east <br /> campus development policy. The goal of the update was to provide for the future <br /> campus land needs without diminishing the quality of the surrounding neighborhood. <br /> Since the 1982 adoption of the SAS, the University has developed numerous <br /> facilities within the east campus area (Knight Law School, Museum of Natural <br /> History, Graduate Student Housing, East Campus Children's Center). The area's <br /> development potential, as constrained by SAS policies, University East Campus <br /> policies, and University Long Range Development Plan policies, had been almost <br /> maximized. <br /> <br /> The amended Land Use Diagram (Map 6) reflects the expanded Institutional area, <br /> Limited High Density Residential/Limited Institutional area, and Low Density <br /> Residential buffer established to meet the goal of the policy update. An explanation <br /> of the process used to develop the University's updated East Campus Development <br /> Policy is contained in Section II. E of this Plan. <br /> <br /> (h) "Land Use" Goal 8 (page 9) is amended as follows: <br /> <br /> 8. To respond to the need expressed in the Metro Plan for institutional use <br /> along Agate Street in the zone of University land ownership, and to provide <br /> that non-institutional, limited high density residential and limited institutional <br /> <br /> Ordinance - 5 <br /> <br /> <br />
