South Willamette Concept Plan <br />CONDITIONS <br />As Eugene's population has grown the South <br />Willamette district has become increasingly <br />popular and has attracted more residential <br />interest. Recent redevelopment of Woodfield <br />Station and the establishment of Market of <br />Choice, a popular high end grocery, appear <br />to have catalyzed other food businesses in the <br />district. New restaurants, cafes and beer and <br />coffee venues have moved in or changed hands <br />attracting attention and giving the district a new <br />liveliness. The vacancy rate for commercial <br />space appears quite low based on an informal <br />survey of occupancy. Currently there are <br />almost no vacant sites and the only open land <br />is occupied by parking or private residential <br />yards. There is increasing interest in living in this <br />neighborhood because of its proximity to transit, <br />shopping, schools and parks and the University <br />of Oregon. Cascade Manor on 29th Avenue, <br />a senior housing development, has recently <br />been updated and new apartments for a more <br />mobile senior population have been added. <br />Though students have long rented houses and <br />apartments in the area, recent new apartments <br />are being built and marketed with features <br />attractive to students. The nearby Amazon Park <br />includes improvements, such as the nearby <br />running path and dog park. Lane Transit District's <br />popular "park and ride" bus stop is located <br />at 29th and Amazon Parkway and serves LCC <br />students as well as other commuters. <br />With Eugene's increasing population and use of <br />the district, Willamette Street traffic has become <br />crowded and sometimes dangerous due to the <br />over 70 driveways entering businesses. Though <br />many residents walk and bike to do errands and <br />socialize, the traffic conditions of Willamette Street <br />puts them at great risk when navigating the area. <br />Sidewalks are narrow and in poor repair and <br />interrupted by utility poles and street trees. Not all <br />parts of the district are connected by sidewalks, <br />so some surrounding residents who would like to <br />walk find it necessary to go out of direction to get <br />to their destinations. <br />With the rich mix of housing, popular destinations, <br />availability of goods and service for daily needs <br />and the surrounding parks, views of Spencer <br />Butte and desirable neighborhoods, the district is <br />beginning to function as a compact urban place, <br />or "twenty minute neighborhood." <br />Though transit is currently limited to bus service, <br />high capacity transit along the adjacent Amazon <br />Parkway is identified in the long term Eugene <br />Transportation System Plan, and could readily <br />bring people to the district and take residents to <br />jobs and other locations.
